Coordination between the HSSC Cycle and SIRE 2.0 Vetting Inspections

SIRE 2.0 maintains readiness across the applicable Question Library, but each inspection uses a ship-specific CVIQ with core and selected rotational questions; personnel answer for their duties.

Operational Explanation

HSSC organizes statutory surveys and certification; SIRE 2.0 provides information for commercial vetting. A SIRE report does not renew a certificate, and a statutory survey does not guarantee commercial acceptance. Required frequency and vetting decisions depend on report recipients: OCIMF does not impose a universal six-month interval.

Regulatory Reference

HSSC 2025 — A.1207(34); OCIMF SIRE 2.0 — programme resources and FAQ; SIRE 2.0 inspection flow.

Scope of Application

Commercial vetting distinct from HSSC/statutory survey; CVIQ is compiled from HVPQ, PIQ and vessel data.

Procedure / How to Complete It

Practical Example

After statutory renewal, update the data and documents used for vetting. The completed survey is useful evidence, but the SIRE report recipient still makes its own commercial assessment.

What Typically Goes Wrong

Saying every crew member must answer the entire SIRE 2.0 Question Library.

What the PSCO Checks

The PSCO performs statutory control under applicable instruments. A SIRE report and charterer acceptance do not replace valid certificates, compliant conditions or PSC checks. Assess a commercial observation for any statutory implications as well.
