Why tools and not an assistant
A useful answer on a regulatory question has to carry three things with it: the precise provision, the nature of the source (binding, recommendatory, interpretative) and the date it is fixed at. The site already knows all three for every page, and they can be read without generating any text. A language model would not make them more reliable: it would make them harder to verify, and it would make a site that today works downloaded and opened locally depend on a connection. If a conversational layer ever arrives, it will sit on top of these tools, not in their place.
