1Ship Risk Profile: category and inspection window
The profile combines ship parameters, flag/RO/Company performance and history. Under Paris MoU, the periodic window does not exclude additional inspections triggered by overriding or unexpected factors. Check the applicable regime and current status in the official system.
Report and classify under the SMS; control immediate risk, analyse causes and assign actions, owners and deadlines. Verify effectiveness and prevention of recurrence through evidence; if insufficient, review and reopen follow-up.
Complete berth-to-berth plan, including pilotage, approved by the Master before the voyage starts. Monitoring runs continuously alongside execution: changes assessed, recorded and communicated to the bridge team.
The PMS implements the SMS: intervals follow relevant requirements and instructions, defects and causes are recorded, and corrective actions followed through verification. Critical equipment needs reliability measures and standby tests; review the plan against results.
Cargo: at least two bottom inspections within the five-year validity period, maximum interval 36 months; in-water inspection subject to applicable conditions. Passenger ships: annual inspection, normally at least two dry-dock inspections in five years; any reduction for non-ro-ro ships requires Administration acceptance and dedicated conditions.
MSC.581(110): possible hazardous atmosphere or oxygen deficiency, plus at least one characteristic: limited openings, inadequate ventilation or space not designed for continuous occupancy. Assess connections too. Before entry: isolations, ventilation, tests, permit, attendant and rescue readiness; maintain monitoring and leave if conditions become unsafe.
Check area, dates and compliance method. If changing fuel: written procedure, flushing/mixing time and plant limits; complete before entry, start the outward change only after exit. Record compliant fuel volumes, date, time and position under VI/14.6. For EGCS check approval, operation and local discharge restrictions.
Check current notices, restrictions and assistance requirements for the area and season, including ice class and required conditions. Agree operating instructions and communications; maintain listening watch and manoeuvring readiness. The Master retains responsibility for the ship and promptly reports damage or inability to follow instructions. The cited Finnish/Swedish rules are not universal.
HSSC harmonizes statutory surveys and certification under the applicable instrument. Check flag authorization of the RO, delegated scope and surveyor assignment; belonging to a classification society is insufficient. One attendance may cover several scopes, but class/statutory reports, certificates, deadlines and findings must remain distinguishable.
For ships subject to CII, calculation and rating are verified against the applicable year and category. D for three consecutive years or E for one year requires a corrective plan in the SEEMP, submitted to the flag/authorized organization for verification within one month of reporting CII. Implement the actions and follow their results.
Activate the alarm and emergency plan promptly, protecting people. Identify cargo and location from documents and stowage; EmS addresses fire/spillage, MFAG first aid for exposure. If the substance is uncertain, do not improvise substance-specific measures: maintain protection and isolation, obtain information and specialist/medical advice without delaying safe initial actions.
Count everyone, including crew, and update embarkations/disembarkations at each call. Before departure reconcile the total, inform the Master and check authorized limits; record declared assistance needs. Personal data, shore reporting and retention follow the applicable regime; information must be available to rescue services.
Functional scheme: the emergency source may be a generator or battery under the approved design. Transitional supply, where required, supports assigned services during transfer; it is not a universal stage that starts the generator. Check starting/changeover, switchboard and required consumers, endurance, alarms and tests under SOLAS II-1/42 or 43 and the ship configuration.
Before: check product, compatibility, capacity and line-up; agree rates, communications and stopping with the supplier. During: monitor levels, pressures and leaks, sampling where required. At delivery: check BDN, quantities and samples/seals, record discrepancies and retain records. For gas/low-flashpoint fuels apply VI/18.5.2 and specific procedures; a MARPOL delivered sample is not universal.
For cargo subject to a CSM, use the ship’s approved manual and reliable mass/unit data; check securing device capacity and condition, arrangement and voyage conditions. Complete securing before departure. Inspect and adjust underway only when safe; changes, adverse weather or cargo shifting require reassessment and Master’s decisions.
Use IMDG 42-24 in 2026: check UN number, proper shipping name and subsidiary risks. The general table is insufficient: consult the Dangerous Goods List, column 16b, groups/codes and specific provisions, which prevail in a conflict. Apply rules for the ship and transport unit; if data or compatibility remain uncertain, suspend acceptance pending clarification.
Agree scope and locations with the surveyor for the ship, survey and condition. Use an approved supplier where required; trace locations, instrument and validated readings. Compare with applicable structural criteria, without universal percentages; anomalies require assessment and possible extension. Repairs or monitoring must be accepted by class, with a consistent final report.
Read the full requirement, limitations and due date; assign an owner and agree action and verification with the society. Do not assume extensions or automatic closure after repair: acceptance and status update are needed. An overdue item may affect maintenance of class under the Rules; separately check any statutory implications with flag/RO.
For ships/activities subject to ETS: 100% between EEA ports and within EEA ports; 50% for voyages between an EEA port and an external port, not for every foreign voyage. Check the port-of-call definition, excluded stops and derogations. Then apply phase-in by emission year: 2024 40%, 2025 70%, from 2026 100%; surrender in the following year.
A second GNSS display or receiver may share the error or interference. Cross-check position using radar, visual bearings and other available independent methods, considering their limitations. Inform the Master, check ECDIS/AIS and automation using suspect data; adopt alternative navigation and safety margins under the SMS, without indiscriminate disconnection. Record anomalies and report to the relevant authorities.
