Operational Explanation

Once critical equipment has been identified under the ISM Code, managing the related spare parts becomes itself a safety element: a sudden failure on a critical component with no spare available on board can turn routine maintenance into a prolonged emergency, especially far from ports with spare parts availability.

ISM 10.3 sets no universal spare quantities. The Company defines reliability and availability measures consistent with risk, redundancy, applicable requirements and the SMS. OCIMF guidance is an industry reference: it does not exclude specific flag, class or approved-arrangement requirements. Commitments incorporated into the SMS must be implemented even where they originate in voluntary guidance.

Regulatory Reference

ISM 10.3 requires identification of equipment whose sudden failure may create danger, specific reliability measures and regular tests of standby arrangements and equipment not in continuous use. Scope of Application

Spares that risk assessment, maker information, operating experience, redundancy and the SMS/PMS process identify as necessary to manage failure of critical equipment. ISM 10.3 does not require every spare for every critical item to be carried on board.

Procedure / How to Complete It

  1. Derive the critical spares list directly from the critical equipment list identified under ISM par. 10.3.
  2. Define the minimum stock level for each critical spare, considering resupply availability in the ship's typical operating areas.
  3. Periodically check the condition of critical spares (especially components subject to deterioration, such as gaskets or rubber elements).
  4. Track consumption and initiate reorder under defined thresholds, responsibilities and approvals.
  5. Coordinate with the Company the availability of critical spares that cannot be stored on board (e.g. very expensive or bulky components), planning for their rapid procurement.

Practical Example

For a critical auxiliary pump the Company documents which spares must be carried or available ashore, storage conditions, shelf life, reorder point and purchase authority. The inspection frequency derives from those factors, not a universal interval.

What Typically Goes Wrong

A spare list not aligned with failure effects, a carried but deteriorated part, an ignored lead time or unverified shore availability can prolong failure of essential equipment.

What the PSCO Checks

The PSCO may examine spare availability and management where an essential failure, clear grounds or SMS evidence makes it relevant; IMO does not prescribe a universal list of minimum quantities.

Are the OCIMF guidelines on critical spares mandatory?
No, they do not have the force of a mandatory rule, but they are widely used as an industry reference for identifying critical equipment and defining the related minimum spare stock levels.
What to do if a critical spare cannot be stored on board due to size or cost?
A rapid procurement strategy should be planned with the Company (pre-identified suppliers in the ship's typical operating areas, availability agreements), since physical absence on board does not eliminate the need to manage the associated risk.
How often should the condition of stored critical spares be checked?
Frequency follows criticality, storage conditions, shelf life and maker instructions, together with applicable requirements and the SMS. Do not assume a universal six-month interval; also verify compatibility, actual quantity and readiness for use.
