IMO Net-Zero Framework

The IMO Net-Zero Framework remains an unadopted draft: MEPC 84 arranged further work toward MEPC 85 and possible resumption on 4 December 2026, not finalized detailed guidelines.

Operational Explanation

As of 15 September 2026, the draft approved at MEPC 83 has not been adopted. It combines a lifecycle fuel GHG-intensity standard with an economic mechanism. MEPC 84 provided for further negotiations: resumption of ES.2 on 4 December 2026 remains subject to MEPC 85 confirmation. Economic scenarios must retain these uncertainties explicitly.

Scope of Application

Thresholds, timetable, RU prices and supporting guidelines remain draft/open to amendment.

Procedure / How to Complete It

  1. Label every parameter draft/under negotiation.
  2. Do not use binding, has set or adopted before the act.
  3. For scenario analysis: draft RU Tier 1 USD100 and Tier 2 USD380/tCO2e, 2028–2030.
  4. Do not use prices as guaranteed liability.
  5. Update after MEPC 85/ES.2.

Practical Example

A charter scenario may model USD100/380 with sensitivity and a draft disclaimer, not as an operative price.

What the PSCO Checks

There is no operational obligation arising from entry into force of this Framework yet. The PSCO checks instruments already applicable to the ship, including relevant MARPOL requirements. A Net-Zero cost simulation is neither a compliance certificate nor a new independent detention basis.
