Class Special Survey and statutory renewal surveys are distinct regimes often coordinated at one docking; UR Z17 Rev.21 is current, while Rev.22/23 are future from 2027/2028.

Regulatory Reference

IMO HSSC; applicable class Rules; UR Z17 Rev.21 current common minimum at release date, Rev.22 from 1 Jan 2027 and Rev.23 from 1 Jan 2028.

UR Z17 governs service suppliers: it does not by itself define the entire Special Survey scope. The IACS page distinguishes current Rev.21 from future Rev.22/23 from 2027/2028. Check the supplier’s certificate, authorised activity and conditions before commissioning work; its report remains subject to the acceptance required for the survey. At docking close-out collect reports, measurements and tests, repair outcomes and updated documents. Reconcile class status and statutory certificates separately against outstanding items: a paid invoice or yard declaration that work is complete does not equal survey completion. IMO: surveys and certification.

Scope of Application

Special Survey supports class; statutory renewals support Convention certificates for the Administration/RO. Apply the Z17 version incorporated in the Society's Rules.

Procedure / How to Complete It

  1. Prepare separate class and statutory scopes.
  2. Coordinate attendance/evidence without merging legal effects.
  3. Check current/future UR implementation date.
  4. Use suppliers approved for the required activity.
  5. Record recommendations, conditions and certificate endorsements separately.

Practical Example

One docking hosts Special Survey and statutory renewals, but no single Renewal Survey automatically renews class and all certificates.

What the PSCO Checks

Check certificates and endorsements, survey outcomes, residual defects and actual condition. Yard and supplier reports support the evidence but do not replace acceptance by class or the competent Administration/RO.
